What is a Land Use Bylaw and Municipal Planning Strategy Review?
Land use planning is a set of policies and regulations that guide how and where development of all types should occur. The guiding document is the Municipal Planning Strategy (MPS) and it is carried out through the Land Use By-Law (LUB). It establishes an overarching vision, modernizes the policies and regulations to reflect the contemporary needs of Cumberland communities, and simplifies the content and language of regulations. It is one component of the dissolution of Parrsboro and Springhill, as all the former planning documents will be merged into one.
There are many reasons why communities plan:
To use infrastructure efficiently. Water supply systems, wastewater treatment, and road paving are expensive, and land use planning can help ensure that the public gets good value for these investments.
To support our community's character and culture. The way our places look and feel is an important part our wellbeing and identity. Land use planning is a tool for promoting the built environment that we want to call home.
To prepare for change. Adapting to new conditions is a part of life, and land use planning helps us respond to risks and opportunities that are on the horizon.
To protect sensitive environments. Some landscapes hold valuable habitat for wildlife and recreation, and land use planning can establish restrictions that will preserve these locations from the impacts of development.
To protect development. Human settlements can be vulnerable to the forces of nature, and land use planning can help to ensure risks to development are minimized.
To set aside land for resource development. Certain locations have great potential value because of the natural resources that can be found there, such as good soil, wind, or forest cover. Land use planning enables holding these lands for future resource development.
To separate incompatible land uses. Not all types of development make good neighbours. Land use planning can protect residential areas or parks from industrial development, and also establish locations where industrial development can thrive without complaint.
To bring together complimentary land uses. We can create communities that are easy and comfortable to live in by encouraging certain types of development to be in close proximity of each other, like homes, stores, schools and offices.
